I've 'caught' a couple graffiti artists in the act.. One was a school kid tagging a canteen wall.. He ran like wild fire.. It was hilarious.. The second were a couple guys and they art they were producing was AMAZING.. one had a video camera and everything and was recording the progress.. They were cool and said hello.

Also what exactly would you do?

Me - "Yeah just caught a kid tagging a wall.."
Cops - "Where?"
Me - "The local shoppin centre"
Cops - "Did see what they looked like?"
Me - "No, it was dark"
Cops - "Oh okay, well we'll send a car around"

CASE CLOSED

So unless you performed some form of citizen arrest, which usually ends up with you being charged with assault. So unless you knew the "culprit" and he doesn't know you've seen him/her, thus he/her wouldn't know you dobbed him/her in, I wouldnt bother.
